How do i get my laptop to read other languages properly?

right now i am using windows 7 perineum, yes i'm chinese and when even i download games / anything that has chinese letters in it, it appears as stuff like questions marks or random letters with lines / dots on top of them..... recently i downloaded this thing called pps like an asian movie watcher but i can't read the squiggly lines and stuff so please help!!!!
